An expert on UFOs has lifted the lid on an unusual \u2018psychic spying\u2019 technique used by the Ministry of Defence<\/a> in the wake of 9\/11<\/a>.<\/p>\n

Remote viewers claim to be able to view distant objects, people or events they have never seen before using the powers of their mind \u2013 and the technique was used by US<\/a> Army Intelligence for decades.<\/p>\n

Joe McMoneagle, known as \u2018Remote Viewer Number 1\u2019 by the CIA, took part in remote viewing between 1978 and 1995 \u2013 and he recently appeared on a podcast<\/a> where he said he had seen evidence of an ancient civilisation living on Mars<\/a>.<\/p>\n

\u00a0Speaking to the\u00a0American Alchemy podcast<\/a> he said he saw \u2018very tall, thin\u2019 people wearing \u2018strange clothing\u2019, hiding in chambers in a huge pyramid structure from a storm raging on the planet\u2019s surface.<\/p>\n

He theorised a \u2018big object passed through our solar system\u2019 that stripped the atmosphere from Mars, which caused alien life on the planet to go extinct.<\/p>\n

The CIA\u2019s remote viewing project was cancelled and declassified in 1995 after a report concluded it had \u2018failed to produce actionable intelligence\u2019.<\/p>\n

But despite this, the British military has also tried to use remote viewing \u2013 likely with Osama bin Laden and al-Qaeda as the intended targets.<\/p>\n

Nick Pope, who investigated UFOs for the Ministry of Defence (MoD), told Metro <\/strong>that Joe McMoneagle\u2019s claims would be \u2018interesting if true\u2019.<\/p>\n

And he discussed the use of remote viewing, described as a \u2018low probability high consequence situation\u2019, in modern times.<\/p>\n

\u2018While some scientists believe there was \u2013 and may still be \u2013 microbial life on Mars, it\u2019s much less likely that there was ever a civilization there,\u2019 Nick told Metro<\/strong>. <\/p>\n

\u2018But I can\u2019t rule it out, and I\u2019d love it to be true. It would be the greatest discovery of all time, and would fundamentally change our view of the universe.\u2019<\/p>\n

Giving some insight into the US military\u2019s use of remote viewing, he explained: \u2018It\u2019s a proven fact that some parts of the US military and the intelligence community ran so-called remote viewing programmes. <\/p>\n

\u2018The technique is sometimes known as psychic spying, and the thinking was that it was a classic low probability high consequence situation, in that even if people were skeptical, the impact of any successes would be huge. <\/p>\n

\u2018It would also be very cheap, and risk-free, unlike more traditional intelligence-gathering techniques such as reconnaissance satellites\u00a0or human agents. <\/p>\n

\u2018The\u00a0technique was used on conventional intelligence targets, such as the locations of ballistic missile submarines and missile silos, but I don\u2019t rule out the possibility that it was used on more unconventional targets, like Mars.\u2019<\/p>\n

But how does it work \u2013 and how was it used in the UK?<\/p>\n

The MoD undertook a study into remote viewing in 2001-2 \u2013 its redacted findings were published in the National Archives in 2012.<\/p>\n

Joe McMoneagle said he was handed a white card with coordinates and \u2018Mars 1,000,000 BC\u2019 written on it, which led to his visions of an ancient civilisation on the red planet.<\/p>\n

During the UK trials the targets were a bit more down to earth \u2013 remote viewers were shown a picture of Mother Theresa and what appeared to be a petrol station and asked to locate and identify them, but we don\u2019t know most of the targets because the report is so heavily redacted.<\/p>\n

\u2018This is almost certainly because this work was undertaken in the immediate aftermath of the 9\/11 terror attacks,\u00a0with bin Laden and al-Qaeda being the intended targets,\u2019 Nick commented.<\/p>\n

\u2018There were some methodological problems with the way in which the study was undertaken, but despite this, the study yielded some results which seemed to exceed what might have been achieved by chance alone.\u2019<\/p>\n

The technique of remote viewing is seen as a pseudoscience, and research into the phenomena first started in the mid-1800s when early scientists tried experimental testing on so-called clairvoyants and psychics.<\/p>\n

The CIA started looking into remote viewing in the 1970s after allegedly receiving reports that the Soviet Union were researching parapsychology and the occult.<\/p>\n

It reportedly saw success in 1976 when a lost Soviet spy plane was found by Rosemary Smith, an admin assistant.\u00a0<\/p>\n

But according to the American Institutes for Research, the technique \u2018was of dubious value and lacked the concreteness and reliability necessary for it to be used as a basis for making decisions or taking action\u2019.<\/p>\n

Their report added: \u2018The information provided was inconsistent, inaccurate with regard to specifics, and required substantial subjective interpretation.<\/p>\n

Nick said it\u2019s \u2018unknown\u2019 whether the US or UK are running any remote viewing programmes at the moment.<\/p>\n

\u2018This would be highly classified, and neither government is likely to comment on this, in line with the standard policy of not commenting on intelligence matters,\u2019 he said.<\/p>\n
